Class,
I will leave it to all of you to begin opining on whether or not we now have, or have had at particular times in the past, a stable government. I can’t wait to see what you say!!
Instead, I am going to poke a bit at what we mean by “stable” government. I think we can’t possibly mean unchanging. We also can’t mean consistently prosperous or without any upheaval. So, what do we mean? Sovereign? If so, what is that? Do we mean developed? Do we mean a state that is not weak or failed? Do we mean not Somalia or Afghanistan? (Magstadt, 277-281) Do we mean an absence of violence? Do we mean an absence of violence aimed at overthrowing the government (as is measured in this index (Links to an external site.))? Do we just mean that there are strong institutions? Do we mean something else?
